Bermuda Hosts 2026 Overseas Territories Caribbean Caucus

Bermuda welcomed political leaders from across the Caribbean Overseas Territories from 8–12 September for the 2026 Overseas Territories Caribbean Caucus, hosted by Premier the Hon. David Burt, JP, MP, in his role as President of the UK Overseas Territories Association (UKOTA) Political Council.

The Caucus brought together leaders and delegations from across the region, including:

  • The Hon. Cora Richardson-Hodge, Premier of Anguilla
  • The Hon. Dr. Natalio Wheatley, Premier of the British Virgin Islands
  • The Hon. André Ebanks, Premier of the Cayman Islands
  • The Hon. Reuben Meade, Premier of Montserrat
  • The Hon. Jamell Robinson, Deputy Premier of the Turks and Caicos Islands

Over the course of the Caucus, leaders discussed a range of issues affecting the Overseas Territories, including economic and financial resilience, climate change and disaster preparedness, healthcare, cybersecurity, constitutional modernisation and regional cooperation.

While each Territory has its own circumstances and priorities, many of the issues discussed are shared across the Caribbean. The Caucus provided an opportunity for leaders to exchange experiences, discuss practical challenges and consider where greater cooperation could benefit their communities.

One of the highlights of the programme was a visit to Bermuda’s House of Assembly. Premier Richardson-Hodge and Deputy Premier Robinson were welcomed by Deputy Speaker Lovitta Foggo JP, MP, and had the opportunity to observe proceedings in the Chamber, including Ministerial Statements and responses to Parliamentary Questions. The visiting leaders also met with the President of the Senate, the Hon. Joan Dillas-Wright JP.

The visit offered an opportunity to share Bermuda’s parliamentary traditions with the visiting delegations, while also providing a chance to learn from the different experiences of government and democratic institutions across the Territories.

Beyond the formal meetings, the Caucus gave the visiting leaders and their delegations an opportunity to experience Bermuda and engage with the island outside of the conference setting. For Bermuda, hosting our Caribbean neighbours was an important opportunity to strengthen existing relationships and continue building connections across the Overseas Territories.

The discussions also helped prepare the Territories for the UK Joint Ministerial Council in November. The annual meeting provides an important opportunity for the Overseas Territories to engage collectively with the UK Government on matters of shared interest.

The Caucus concluded with the Caribbean Overseas Territories Outcome Statement, available below:
